ToTscii Description:

ToTscii is a great software for conversion of
transliterated
tamil text to TSCII standard for Tamil Encoding. It is
written in Java
and therefore runs on all platforms (that supports
JDK). This
software can be used in two ways: 1) as a command line
utility 2) as a
java library (only available in registered versions)
As a command line
utility, this program converts all it reads
transliterated tamil text
from the standard input and writes the TSCII encoded
text to standard
output. But the real power of this software is its
use as a library
that it empowers the developers to build applications
that integrate
TSCII encoded pages with their web sites on the fly.
